Dead code found by the TestControlMain() test function that always
passes.
* Add tests for control-*-main.go
- Instrumentation for locks.
- Detailed test coverage.
- Adding RPC control handler to fetch lock instrumentation.
- RPC control handlers suite tests with a test RPC server.
