files do not use the wrapper scripts for exportable toolchains internally. on some systems the wrapper scripts are broken, and their use should be opt-in 15 years ago
final toolchain: fix the sysroot mess by getting rid of $(TOOLCHAIN_DIR)/usr and moving it back to $(TOOLCHAIN_DIR), this change makes the toolchain relocatable again, which should fix the SDK 14 years ago
