* We're relying more on xz-utils so add official mirror as primary source, master site as secondary.
* Add SHA256 checksums to multiple git tarball packages

Update make_ext4fs to latest git head in order to support creating empty
filesystem images by making the source directory argument optional.

but explicitely request "C" collation.
